In 1969 Missouri passed Senate Bill 40, which authorized counties to put before voters a mil levy on property taxes to provide employment, residential facilities and other related services for people with developmental disabilities in the county. In 1982 Cooper County voters approved the mil levy and the Cooper County Board of Sheltered Services (SB40 Board) was established.

By statute, two of nine Board members must be related within the third degree to someone with a developmental disability. Currently five of the nine SB40 Board members in Cooper County are related within the third degree to a person with a developmental disability. The Board is responsible for administering county funds for the development and operation of services for individuals with developmental disabilities in Cooper County.

In July of 2002, CCBSS obtained a contract with the Missouri Division of Mental Retardation and Developmental Disabilities to provide targeted case management for Cooper County residents with developmental disabilities. Currently we provide TCM to over 130 Cooper County residents. Read more...
